The Empire is the largest and most powerful nation in the lands of Quel’Shar and possibly the entire world. Found five hundred years ago by the emperor Shoa’Garr. It is a nation ruled by a Primarily populated by human beings there are small patches of Gnomish and Halfling communities under imperial rule. The empire also contains a high number of hobgoblins.
Capital: Shoa’Garr
Population 13,115,760 (Humans 92%, Hobgoblins 4%, 2% Halfling, 1% Gnome)
Like in any world this doesn’t account for the nomadic movements of many humanoid creatures that pass in and out of the empite.
Goverment: Monarchy (with Senate)
Religions: Blackhand, Kalar, St. Cuthburt, Pelor.
Imports: Iorn, Silk, Spices, Gold, jewels, Ale, slaves.
Exports: Grain, Rice, Timber, Paper, weapons, mercenaries, slaves.

An area in the northen reigon of the empire containing nearly 50,,000 Hobgoblins. They are spread out in about a dozen cities. The Largest containing 5,000 hobgoblins. This area is the largest gathering of Hobgoblins in the entire world.
Important Sites
Shoa’Garr (Metropolis 200,000)
The capital of the empire and one of the largest cities in the world. It contains the Imperial Place where the Emperor resides and the Imperial Hall the meeting place of the Imperial Senate.
The Shadow Throne
Several miles south of the capital is the largest temple in the world to to the Lord of Tyrants. It is a dark and forbiding place and heavly defended. With in its halls is a colossal empty throne reserved for the Dark Lord to sit when he at last rules over all the Land.
Regional History
A thousand years ago before the dark war the area that is now the empire contained many nations. They paid a heavy price in life during the war and many of the kingdoms laid in ruin. The area was plunged into civil war. For 500 years warlords and would be kings battled for control of the region.
Then one day a man named Shoa’Garr came forth to end the fighting. Gathering many warriors his army spread across the north east and one by one the feuding warlords fell or join him. In less then 20 years he had turned a land ravaged by civil war for half a millennia into one nation. The Garr Empire was born with Shoa’Garr as the first Empereor.
