I don't know if it should be a PrC or straight druid. Will need to make some new cats to summon lions, tigers, panthers, etc. just don't mesh with the theme. I can see her summoning swarms of cats (literally), feral or rabid cats, or a kitten of unimaginably cuteness destroying the sanity and will of all who behold it. Specifically on the kitten (or possibly all the cats) they would come from some planar convergence of the Far Plane and the Elemental plane of Cute (or some such).
She would be true neutral. The cats are her only focus and she would only do their bidding (or what she believes they are telling her). Yeah, insanity is probably a prerequisite. Maybe she really is being influenced by some being. Cathulhu?
Powers and abilities would probably be automatically extended, empowered, augmented, or maximized summon nature's ally, but only for cats. Instead of empowered or maximized could possible be a straight +1 or greater to the number summoned.
Eventually, Catmageddon will summon the avatar of Cathulhu. The kitten's soft meow echoes through the minds and souls of those around her. It shreds the last bits of sanity left to those unfortunate souls compelling absolute obedience to the now deific visage of perfect madness and kawaii. Obviously, the cat lady is not immune, but really who's going to notice the difference.
