Creatures that live in the sky have learned to adapt, some more then others.
Cloud creatures are monsters and people who have undergone a transformation to become part cloud. Cloud creatures appear as normal except their skin have turned bright white, their eyes completely blue and their skin is soft to the touch. Despite the transformation cloud creatures are still completely corporal and are not greatly affected by strong wind.
Creating a cloud creature
"cloud" is a template that can be added to any non undead or non incorporeal or non construct creature here on refered to as the base creature
Speed: normal land speed. If base creature has swim speed, change to fly speed (poor maneuverability) and gains the ability to walk on clouds as if solid ground.
AC: -1 base AC
Special attacks: up to ten rounds per day (non-consecutive) the base creature may electrify their body as a free action. Anyone who touches their body gets D6 lighting damage, all natural attacks also gain D8 lighting damage as shocking grasp. In addition, while in a gaseous form they may attempt a range touch attack that also deals D8 damage. When base creature electrifies their body their skin turns to a dark Grey and lighting courses around their form as if they are a storm cloud.
Special Qualities: 3/day obscuring mist 1/day gaseous form. At will feather fall. at 6th level they may use lightning bolt 1/day (1/2 HD as caster level)
When being bull rushed, base creature receives a -2 on opposing strength roll.
In addition, when a cloud creature reaches -10 hitpoints their bodies turn to mist and they disapate leaving no remains. (all equipment remains)
Saves: same as base creature
Skills: +5 bonus to hide checks made within or on a cloud.

Becoming a cloud creature:
While its not entirely understood exactly how wild creatures becomes cloud-like, a creature may undertake a ritual that will transform their body to becoem cloud.
The person must seek out a cloud savant with either a brew potion or craft wonderous item feat and gain an elixer that will turn them into a cloud creature. The transformation takes 1D3 days in which the base creature cannot engage in any activity. A cloud savant of 6th level may also create a ritual when the base creature remains perfecting still prone for 1D4+1 rounds to become transformed.
It is beleived that evil or insane cloud savants use this elixer to force the transformation on people or monsters unwillingly for an unknown reason. If an elixer is used forcably the base creature may make a fort save (DC 16) for each day of the transformation, if they succeed once they do not transform. If being forced by ritual they must succeed a fort save (DC 19) or be transformed. If both elixer and ritual are being used simitaniously the base creature must succeed a fort (DC 22) or be transformed-if both are being used then transformation goes by ritual's time.
The process can only be reversed by a 10th level cloud savant and causes 1D3 perminent con damage
An Elixer costs 1,500gp and 375 exp to make, the ritual requires only 500exp to complete.
