Weaponlike spells fall into two categories when it comes to combat feats. Range and Touch. Acid Arrow, Polar Ray and Orb of fire all fall under the mantle of range spells. So Improved Critical Ray would apply to acid arrow, polar ray, orb of fire and any other range attack roll spell.
Point Blank shot applies to ranged touch spells as long as they deal physical damage. (otherwise they only get the bonus on attack rolls). So an acid arrow fired with in 30ft by a caster with point blank shot deals 1 extra damage.
Sneak attack and spells. To sneak attack with a spell it must deal damage and it must require an attack roll. The damage is of the same type of damage as the spell. If the spell doesn't deal physical damage but ability score damage or energy drain the damage is negative energy. So a rogue/sorcerer sneak attacking with enervation would deal 1d4 negative levels and xd6 damage of negative energy.
As ray of enfeeblement doesn't deal damage of any kind put a penalty it can't sneak attack.
