Preq: Wizard level 1st. Intelligence 13, 1st level only.

Benifit.
+2 bonus on Knowledge (arcana) checks.
As a 1st level Wizard, you gain six 1st level spells (instead of 4).
At each level after 1st, you gain 4 new spell (instead of 2).

Remember it s wizard only. Sorcerers are a no go.
