It should be noted that slavery is legal in the empire but there are strict orders and codes about who and what can be a slave.
1: No Imperial Citizen may be kept as a slave unless it is as punishment for a crime. Criminals sentenced to slavery are the property of the Imperial Goverment.
2: There are only 4 basic types of slaves allowed in the empire. debt-slavery, prisoners of war, criminal slaves , and slaves bought from “licensed” foreign suppliers
3: An Imperial Citizen may sell themselves into slavery in order to pay off a debt. The job, conditions and time frame are to be agreed upon by all parties. The contract be overseen by an Officer of the Imperial Government. Should the owner violate the terms of the agreement or the laws governing slavery the debt will be concidered paid in full.
4: It is unlawful to keep slaves for the purposes of a brothel or a harem. A master who forces or coerces their slave into performing sexual contact forfeit the right to own the slave and may face further punishment depending on the nature of the offense.
5: A slave is the property of the master, a crime againts the slave is a crime againts the master.
6: A slave may not be kept for more then 15 years. Unless they are from a race classified as bestial. Once a slave has been declared free it is ilegal for them to be kept as a slave.
7: If it is found a master is unable to afford to house and feed his slave the master must sell there slave to one more capable
8: Creatures such as ogres, minotaurs, gnolls, kobolds, goblins, (but not hobgoblins) and other races classified as bestial are not subject to the laws protecting slaves. Slaves of these races may be captured and kept in any manner the master see’s fit.
